Caroline Grinder has worked at the League of California Cities for over five years and currently serves as a Legislative Representative advocating on state policy issues related to behavioral health and homelessness. In her role at Cal Cities, Caroline has worked to shape policies that benefit local communities across the state. Her responsibilities involve extensive research, policy analysis, and collaboration with state, local, and federal elected officials. Caroline obtained her bachelor’s degree in political science and history from the University of Wisconsin-Madison.

Homeless in California

Response to homelessness in California has been locked by a court decision tying the hands of local government.
